Unless otherwise noted, Board of Trustee Meetings will take place on the second Wednesday of the month at 6:30 p.m. in the Community Room of the Library. Members of the public are welcome to attend. A listing of upcoming meetings and additional information can be found here.

ELIGIBILITY FOR A LIBRARY CARD
Residents of Pennsylvania may fill out the application form online or at the library. The application is processed and a card mailed to the resident at his/her home address.

A library card for the Library System of Lancaster County will be issued without charge to any resident of Lancaster County who is five years old or more.

Library patrons who live outside Lancaster County are encouraged to go to the Pennsylvania library that serves their home area and apply for a card. Library patrons who live outside Lancaster County will need proof of address using the list below.

A child under the age of 14 must have the library card application form signed by a parent or legal guardian who agrees to assume responsibility for the child’s fines and cost of any lost materials as well as monitoring the materials borrowed by the child.

Proof of residence will include:
1. a valid drivers license
2. a current identification card
3. a bill from a utility company or retailer addressed to the person and dated in the last three months
4. a tax bill for a Lancaster County property
5. working papers issued to a teenager
6. a copy of a current lease or deed for a Lancaster County property
7. checks with a pre-printed Lancaster County address

USE OF THE LIBRARY CARD
A library card for the Library System of Lancaster County may be used at any public library that is a member of the Library System of Lancaster County.

Borrowing privileges may be suspended for the failure to return overdue books, failure to pay over due fines, or failure to pay for lost or damaged materials. The library will prosecute to the extent of the law permitted under the Retention of Library Property Act (Section 6708, Title 18 PA Code (PA CSA 6708) and the Library Theft Act of 1982.

Library users are required to bring their library card or proper identification in order to have borrowing privileges.

OVERDUE NOTICES
First Notice at 2 Weeks
The first overdue notice will be sent to the most recent address listed in the library records for the patron account when the item is 2 weeks overdue. The notice will include a list of overdue materials.

Failure to return the items listed in this notice within seven (7) working days of the date of this notice will result in a suspension of a cardholder’s borrowing privileges in each library in Lancaster County until the account is cleared.

Failure to return these items within 4 weeks after the original due date will result in a charge to the cardholder’s account for the replacement cost of the materials.

Second Notice: Bill for replacement at 4 weeks
The second notice is sent when the item is 4 weeks overdue. This is a bill for the replacement of the books. If the billed items are found, you need only pay the overdue fines.

LOST AND DAMAGED ITEMS
Lost item charges will be the replacement cost of the item.

Member libraries can arrange an installment payment plan. It is the responsibility of the library patron to contact the library to arrange for the payment of overdue fines. If you have any questions about your account or this notice, please contact your local library.

COLLECTION AGENCY
AAL reserves the right to send patron information to a collection agency
if library item(s) are not returned after fourteen weeks. Replacement costs must be paid in full to the collection agency (not AAL) before suspended borrowing privileges are restored.

DAMAGE TO LIBRARY MATERIALS AND EQUIPMENT
A patron is responsible for the replacement or repair costs for any library material that is damaged while the item is in that patron’s possession. The determination of the exact cost for replacement or repair will be made by the Director of the Adamstown Area Library based upon the current Library System of Lancaster County Circulation Policy, the extent of the damage, and the value of the item in question.

Library patrons should not attempt to repair or replace the item themselves. Any attempt to do so may still result in the patron being held responsible for repair or replacement costs.

A damaged item should immediately be brought to the attention of the library staff upon its return. Damaged items left in the book drop or returned to the desk but not brought to the attention of a staff member will not be removed from a patron’s record until the damage is discussed with a library staff member.

If an item becomes lodged within a machine, the patron should notify the library. The library will suspend the charging of overdue fines for the associated item from the date of notification. The patron should make every effort to have the item removed from the machine and return it to the library. If the item is damaged during removal, or cannot be removed, the patron will be held responsible for the replacement costs of that item.

The Adamstown Area Library will not be held responsible for any damage that occurs to a patron’s personal audiovisual equipment or computer while a library item is in the machine.

Any use of materials belonging to the Adamstown Area Library
constitutes acceptance of this policy. (Approved May 23, 2002; Revised October 12, 2007)

Pennsylvania State Law states:  “Records related to the circulation of the library materials which contain the names or other personally identifying details regarding the users of the state Library or any local library which is established or maintained under any law of the Commonwealth or the library of a university, college or educational institution chartered by the Commonwealth or the library of any public school or branch reading room, deposit station or agency operated in connection therewith, shall be confidential and shall not be made available to anyone except by a court order in a criminal proceeding.” (24 P.S. Section 4428.)

The Library System of Lancaster County and member libraries will resist the issuance or enforcement of any such process, order, or subpoena until such time as a proper showing of good cause has been made in a court of competent jurisdiction. Upon receipt of such process, order, or subpoena, library officers will consult with their legal counsel to determine if such process, order, or subpoena is in proper form and if there is a showing of good cause for its issuance. If the process, order, or subpoena is not in the proper form or if good cause has not been shown, they will insist that such defects be cured.

This confidentiality policy applies equally to adults and minors. When an adult requests the records of a child, the library will respond only if the child consents to the request.

CONFIDENTIALITY: All information, decisions, and personnel matters, which as a matter of law are considered confidential, shall not be disclosed except as permitted by law. The identity of our patrons, financial information, and personal information about others are examples of the type of information and knowledge you may gain. This is all confidential, not to be divulged during your employment or after except as specifically authorized. Any failure to observe these important restrictions on disclosure will result in disciplinary action and possibly legal process. No Library documents except public records shall be copied or removed from the office where the person is employed unless permission has been granted by the Director. Freedom of Information Act requests shall be honored. Documents of public record shall be copied when requested with charge, if necessary.

GIFTS AND FAVORS: Payment of commissions or fees to employees by anyone doing business or soliciting business with the Library is prohibited.

POLITICAL CONTRIBUTIONS: No employee may solicit political contributions as a condition of employment or with the intent of providing favors. Employees may make personal political contributions, as permitted by law, but shall not do so with the intent of being reimbursed by the Library.

OUTSIDE SERVICES:  The Library shall engage annually a reputable, independent accounting firm to comply with state requirements. No employee shall knowingly conceal, avoid or deny information or documentation requested by independent auditors in conducting their
work.

RESOLUTION OF QUESTIONS PERTAINING TO ETHICS MATTERS: Should be handled in the same manner as Complaint Resolution, Section XIII, or any employee may, in confidence, communicate directly with the System Administrator.

CONFLICT OF INTEREST: The Library does not object to its employees pursuing work outside the Library provided that such activity does not hinder the employee from meeting the performance standards of their positions with the Library or may lead to conflict with the interests of the Library.
An employee who has outside employment or is engaged in a business activity that the employer questions may conflict with the business interests of the Library should consult with the Director to determine whether any conflict exists or may exist. If conflict does exist, the employee must decide whether to terminate the outside employment or business activity
or to terminate the position with the Library.

EMPLOYMENT OF RELATIVES: Employment of a relative of a current AAL Trustee is prohibited by the Adamstown Area Library. Employment of family members of current employees is allowed based on Board and Director approval. (updated 7.14.21)
If an employee marries or lives in the same household as his or her coworker, one shall be required to resign. If an employee maintains a romantic relationship, marries or cohabitates with a co-worker or AAL Trustee, one of the parties shall resign.

 

Donations of materials are appreciated by the Adamstown Area Library.  The materials will be processed for the collection, sold at the book sale, or disposed of, as library staff sees fit. Cost of processing and availability of shelving are two factors used in determining whether or not a title will be added to the collection. Other general criteria also apply. The library does not provide evaluations of gifts for tax deductions or other purposes. (Adopted April 20, 1999)

The Adamstown Area Library acknowledges that it is not within any of its employees’ expertise to recognize the seriousness or immediacy of any threat made by an individual to the Library building, its staff or patrons, or his/herself. Employees of the Adamstown Area Library are therefore expected and encouraged to call the local police or 911 in any circumstance in which an individual, be it a patron, volunteer, or employee, is making threats of harm to another person, his/herself, or is acting in threatening manner.

If a patron, volunteer, or coworker is in any way violating the Library Code of Conduct for Patrons Volunteers & Employees, and they have been made aware that they are in violation of that Code and still refuse to desist the behavior or leave the premises, employees are expected and encouraged to call the local  police or 911.

If there is an immediate threat to the Library’s facility and/or occupants, including but not limited to, severe weather, bomb threat or fire, the staff member on the premises with the most seniority is authorized to close and/or evacuate the building and inform the appropriate authorities.

In the case of a large scale emergency, including but not limited to, severe weather, fire, release of bio-hazardous materials, or an attack, the Adamstown Area Library will follow the recommendations of local, state, and/or national authorities.

The Library has created a Disaster Plan that is located on the premises as well as in several off site locations. Employees should be aware of the existence of this plan and of how to obtain a copy if/when it is needed.

Employees are encouraged to utilize the Library’s telephone, radio, Internet connection and/or television to monitor an emergency situation.

In the case of inclement weather, the Adamstown Area Library will close or delay opening until weather conditions have improved. During weekends, holidays, or summer vacation, the decision to close the Library due to inclement weather will be made by the Library Director or the staff member with the most seniority on the premises.

If a staff member is alone at the Library and must leave, patrons and  volunteers must be told to vacate the premises and the staff member should close and lock the building. Under no circumstances should the Library be left open to the public without a member of the staff present. (Approved September 17, 2003)

FISCAL YEAR
The AAL fiscal year will be the first day of January to the last day of December.

FINANCIAL MANAGEMENT
Financial resources of the AAL are the responsibility of the Board of Trustees.
The Board will:

  • Have a clear plan for acquisition of financial resources to pay for the programs and services provided by the AAL.
  • Provide guidelines for management and allocation of financial resources which will produce optimum benefits for those we serve.
  • Monitor and evaluate the financial plans and guidelines of the AAL to ensure its financial integrity.

BUDGETING
An annual operating budget will be prepared by the Director, in consultation with the president of the Board, and presented to the Board for approval at least sixty (30) days prior to the beginning of the next fiscal year. The budget will reflect the cost of carrying out the programs and services of the AAL for the next fiscal year. This budget will also reflect the anticipated revenues of the AAL.

The budget will be viewed by the Board as their financial plan for the AAL. Approval of the budget by the Board will authorize for the Director to manage the AAL’s finances according to the plan without seeking further approval of the Board. However, the Director will keep the Board well informed of the ongoing status of the financial plan, and will not make expenditures outside of the budget plan without seeking Board approval to amend the budget. Amendments to the budget will be presented to the Board for approval for any of the following reasons:

  • The AAL wishes to enter into contracts that were not included in the approved budget.
  •  Management proposes a major expenditure that was not included in the approved budget.
  • Significant unanticipated revenues are received or cost overruns occur.

SIGNING CHECKS
Authorized signatories for all general fund accounts must include two of
the following:
The president of the Board; the treasurer of the Board; the secretary of the Board; or the Director. If it is felt necessary, others may be designated by the Board.

It is the responsibility of the Director to ensure that signatures can be obtained from appropriate signatories so that payment can be made on the obligations of the AAL. It is also the responsibility of the Director to ensure that adequate controls and safeguards have been established to ensure disbursement of funds only for proper purposes.

It is the responsibility of all check signers to ensure that there is adequate documentation, consistent with good internal controls, for valid payment of checks they sign.

USE OF CREDIT CARDS
The Director will recommend to the Board those staff members authorized to use an AAL credit card. The Board will approve and maintain a list of authorized individuals. Credit cards will only be used for appropriate AAL business, and all uses will be appropriately documented. The AAL credit card will not be used for personal expenditures.

Monthly reports of credit card billings will be provided in the vendor report to the Board.

The Adamstown Area Library welcomes donations of books and materials from all members of the community, and is pleased to accept all usable items in various formats. All donated items will become the property of the library.

When donating items to the library, the library reserves the right to:

1. Determine the disposition of all donated materials without consulting the donor. An exception may be made if the Library Director considers a donated item to be of considerable value, or if a donor insists that an item be included in the collection only;

2. Inspect all donated materials for condition and copyright date.

3. Decide if the donated material meets the criteria established in our Materials Selection Policy.

4. Include materials in the library’s collection, if deemed appropriate.

5. Include donated materials in the library collection without any restriction upon circulation, unless placed in the Reference section.

6. Offer all materials not used in the collection to the Friends of the Adamstown Area Library for sale.

7. Discard all materials not considered suitable for resale because of date of publication, relevancy, or general condition.

8. Donation receipts will be in the form of a ‘thank you’ note stating the amount received. (Approved May 16, 2001; Revised December 21, 2007)

 

The public libraries of Lancaster County strive to meet the cultural, informational and educational needs of the communities we serve.

The Library System of Lancaster County (LSLC) is a consortia of libraries made up of independent public libraries in Lancaster County, their branches, a bookmobile and administrative offices. This policy serves all entities, employees and volunteers of LSLC and all services provided on location and remotely. This policy covers equally the physical locations and human representatives of LSLC.

POLICY GOAL
LSLC (LSLC, the library, libraries or public libraries) will offer equal access to electronic resources for individuals (user, users) with library records in good standing. A library may amend this policy with additions to suit their situation and community.

INTERNET ACCESS
Equal access to the resources of the Internet is an important option. The Internet is an unregulated medium and not all information is appropriate for all audiences. Some information is inaccurate, offensive, and/or illegal. Though the library does use filtering software in accordance with the Child Internet Protection Act (CIPA), it is not possible to filter/screen out all inappropriate, offensive or illegal material.

RESPONSIBILITIES OF LIBRARY STAFF AND USERS
It is the responsibility of the person using electronic resources to monitor their own use and/or the use of their dependent minor. Users are responsible to handle electronic resources and equipment responsibly. Users are to save data to a remote drive or preserve their information in a personally relevant manner. Library computers will not save data locally and the library will not be held responsible for lost data due to file-save failure, computer time-out, or any other reason.

PARENTS ARE ENCOURAGED, AND MAY BE REQUIRED, TO COME TO THE LIBRARY WITH MINOR CHILDREN TO SUPERVISE INTERNET SESSIONS.

DISCLAIMERS

  • Library staff may monitor an individual’s use of WiFi and public access computers.
  • The user, and/or user’s parent/guardian, is responsible for his/her Internet session at all times.
  • LSLC specifically disclaims any warrant as to the retrieved information’s accuracy, timeliness, authoritativeness or usefulness for a particular purpose.
  • LSLC, public library corporations and staff will have no liability for direct, indirect or consequential damages related to the use of its computing resources.
  • Software and information from any source, including the Internet, may alter a host computer. The libraries are not responsible for damage to users’ disks, computers, or any other electronic device or for the loss of  data that may occur from use of a library or Internet resource.
  • Users are responsible for any equipment, software or network damages that occur while using the resources.
  • Library computers will not save files and will log the user off after a short period of inactivity. The library will not be responsible for any lost data.
  • Information transmitted across the Internet, regardless of the security protocol of the host agencies, may become public. Computer users are responsible to safeguard their personal information. The Library will not be held responsible for any security breach.

UNACCEPTABLE COMPUTER USE
Unacceptable computer uses include and are not limited to:

  • Uses that violate the law or encourage others to violate the law.
  • Uses that cause harm to others or damage to their property.
  • Uses that jeopardize the security of the computer network or other computers via the Internet.
  • Uses that are deemed harmful or compromise the safety and security of minors. The term “harmful to minors” is defined by the Communications Act of 1934 (47 USC Section 254 [h][7])
  • Displaying, downloading, or copying offensive or inappropriate messages, pictures or explicit sexual material as defined in 18 Pa.C.S.A § 5903.
  • Violating US Copyright law. The law prohibits unauthorized use of
    copyrighted materials except when permitted by “fair use” principles. Do not copy or distribute electronic materials (including text, images, audio-material, programs, e-mail or data) without the explicit permission of the copyright holder.
  • Uses that violate confidentiality of information or put the identity of any person at risk.
  • For safety reasons, minors may not disclose passwords; provide
    others with private information about themselves or others, including credit card and social security card numbers; and/or arrange face-to-face meetings with someone met via the Internet or computer network.

PROCEDURES FOR COMPUTER USE

  • To use a public internet computer or electronic device patrons must have a valid library card from LSLC in good standing. Member Libraries may choose to grant permission to a visitor on a limited basis if computers are available.
  • An “Internet Usage Agreement” must be signed. If under age 18, a “Parental Permission Form” must be signed by the patron’s parent or legal guardian in the presence of library staff.
  • Computer users must be able to employ the computer on their own, and may be asked to demonstrate their ability to use the computer without damaging it.
  • Patrons must leave a workstation immediately when asked by a staff member.
  • Patrons may not download materials onto the computer’s hard drive or attempt to add, modify or remove any system element.
  • Patrons may download only information which is legal to copy.
  • Patrons will refrain from using sounds or visuals which might be disruptive to others.
  • The Member Libraries do not offer email accounts. Patrons may use library computers to access email from outside providers such as MSN, Hotmail, Yahoo, Gmail, etc.
  • Patrons may not alter or attach equipment, other than a remote storage device, to the library’s hardware, or alter, add or attempt to alter programs or device settings.
  • Patrons are responsible for any damages they cause to the equipment or software.
  • Printing may be available from computer stations. Member Libraries will establish prices and methods for printing and other computer related services. These costs may vary from location to location.

RESPONSE TO VIOLATIONS
The patron’s access to the Library’s computer network and Internet is a privilege, not a right. A patron violates this policy by his or her own action. Failure to comply with this policy and its procedures will result in the forfeiture of the patron’s access to computers at any of the Member Libraries of the Library System of Lancaster County. The first offense will result in a loss of computer privileges for one month. The second offense will result in a loss of computer privileges for six months. After the third offense, the patron will lose all computer privileges indefinitely. Decisions regarding the appropriate response to violations will be made by the Director of the Member Library at which the offense occurred, or by his/her designate. Appeals should be made in writing and submitted to the Member Library Director’s attention. Responses will be made within 30 days of receipt of the appeal. Access to the County’s public libraries may be terminated until the Director has made a written response to the appeal.

COPYRIGHT
U.S. Copyright law (Title 17, U.S. Code) prohibits unauthorized reproduction or distribution of copyrighted materials except when permitted by “fair use” principles. Users may not copy or distribute electronic materials (including text, images, programs, e-mail or data) without the explicit permission of the copyright holder. Responsibility for the consequences of copyright infringement lies solely with the user, as LSLC Member Libraries expressly disclaim any liability or responsibility resulting from such use. LIBRARY PHILOSOPHY
The Adamstown Area Library is committed to:

  • Meeting the informational needs of the community
  • Meeting the recreational needs of the community
  • Promoting life-long love of learning to area residents
  • Reflecting a variety of opinions on a subject
  • Serving all people, regardless of age, race, religion, gender, physical ability or economic status
  • Presenting programs and materials which help to promote personal growth, economic self-sufficiency, optimum physical and mental health, and diverse arts and cultural opportunities.

THE COMMUNITY
The library serves the Borough of Adamstown, Brecknock (Lancaster) Township, Denver Borough and East and West Cocalico Township’s growing populations which are becoming increasingly diverse. With rural roots, the community is slowly changing to reflect a variety of backgrounds, interests, abilities, opinions and needs.

AUTHORITY AND RESPONSIBILITY
The Adamstown Area Library Board of Trustees accepts final responsibility for materials selection, but delegates authority to the Library Director, and under his/her direction, to the professional staff who are qualified for this activity by reason of education, training and experience.

GUIDANCE OF THE AMERICAN LIBRARY ASSOCIATION
The Adamstown Area Library endorses the Library Bill of Rights.

CRITERIA FOR SELECTION
Materials are evaluated as a whole and not on the basis of a particular passage or passages. A work will not be excluded from the library’s collection because it presents an aspect of life honestly or because of frankness of expression.

While a simple standard cannot be applied to each potential item for selection, materials are judged by appropriate criteria. In some instances, these criteria include artistic merit, scholarship, or the value of the material to meet the informational needs of the community. In other instances, the criterion may be to meet substantial demand of the public.

General Criteria:

  • Current and anticipated needs and interests of the public
  • Accuracy of content
  • Timeliness of information
  • Author’s, artist’s or publisher’s qualifications and/or reputation
  • Evaluations in review media
  • Contribution to diversity or breadth of collection
  • Presentation of unique or controversial points of view
  • Receipt of or nomination for major awards or prizes
  • Quality of production
  • Availability and suitability of format
  • Suitability of subject, style and reading level for the intended audience

COLLECTION MAINTENANCE
Books and other materials are periodically withdrawn because information in them is dated, because the materials are damaged beyond repair, or because they do not circulate. Space, the cost of replacement, and the appearance of the collection are factors used in decision-making. Often withdrawn items can be used in the annual book sale. Sometimes materials are replaced by identical titles, but not always. Demand and adequate coverage of a subject area are considerations when determining whether or not an item will be replaced by an identical title. Sometimes the purchase of more current literature is a more appropriate decision. (Adopted April 20, 1999)

PURPOSE
The LIBRARY is a limited public forum and provides meeting room space for library programs and for other meetings and programs of an informational, educational, cultural, and civic nature. The library meeting room spaces are available to the community consistent with the library’s mission of expression and exchange of ideas. Use of the facilities by other community groups is allowed when not needed by library or library-related activities, programs, and meetings, and when such use does not interfere with or disrupt the programs, activities, and normal operations of the library, or cause a security risk or safety hazard to library staff, property or patrons.

ELIGIBILITY OF USERS
The Board, through the provisions of this policy, authorizes the use of AAL facilities as outlined below:

  • Individuals may request the use of facilities for and on behalf of a group or organization.
  • Groups and organizations such as the following may be granted use of AAL facilities:
    – civic clubs
    – community organizations
    – education purposes
    – Social Services
  • AAL facilities will not be used by persons, groups or organizations for purely commercial purposes.
  • In cases of controversy, a legal opinion must be obtained before
    denying access to AAL facilities.

LIBRARY reserves the right to accept, renew, or reject requests for use
of the room(s) under the established policy.
LIBRARY provides meeting room space as a public service but does not
endorse the views or opinions of groups utilizing these facilities.

REGULATIONS FOR USE OF MEETING ROOMS

  • Smoking, controlled substances or gambling is not permitted.
  • Alcoholic beverages are prohibited except for library sponsored functions.
  • The meeting rooms must be left in a clean and orderly condition. Waste should be placed in the proper receptacles. The group using the room is responsible for total clean up. The library reserves the right to charge a fee if facilities must be cleaned. No custodial service is available.
  • A limited number of tables and chairs are available. The groups are responsible for set up and take down.
  • The library staff is NOT at the disposal of the group. It is the responsibility of the applicant and/or the group to provide any necessary equipment if it is not available in the meeting rooms.
  • No storage of the organization’s items is available before or after the meeting.
  • To promote accessibility of the public meeting rooms to a wide variety of community groups, the library may limit meetings for any and/or all groups.
  • Nothing may be attached to the walls, ceiling, floor, furniture, or accordion sliding room divider.
  • Meetings may not extend beyond the library’s closing time. Special arrangements can be made for groups to use the library’s meeting rooms during hours that the library is closed with 14 days’ notice if staff is available. The additional cost is $25.00 per hour or part of an hour.
  • Lighted candles or flames, because of fire hazard, are not to be used within the meeting room with the exception of Sterno used by caterers.
  • All equipment belonging to the group must be removed immediately at the conclusion of the program or event.
  • In the event that the library closes due to an emergency or inclement weather, use of the meeting room is automatically cancelled and the rental fees will be reimbursed. The renting organization’s contact person will be notified by the library. It is the responsibility of the organization to notify attendees of the cancellation.
  • If the renting organization cancels its event or meeting, they must
    notify the library 48 hours in advance.
  • The library reserves the right to cancel any function due to natural disaster, power failure, weather or other unforeseen circumstances. The Library will not be held responsible for any cost(s) incurred as a result of such cancellations.
  • Failure to comply with this policy may result in denial of future use of the library meeting rooms, financial liability for damages, and/or removal from the meeting room.
  • Meeting room attendees may not leave children unattended in the library.
  • Group leader must be familiar with emergency rules.
  • The fact that a group is permitted to meet in the library’s public meeting rooms does not in any way constitute an endorsement of the group’s policies or beliefs. The LIBRARY reserves the right to require that any public advertising of meeting(s) include the following statement: “The views of this program are not necessarily endorsed by the AAL.” The library’s phone and/or fax #s and e-mail address are not to be included in any publicity that advertises the meeting unless the program is co-sponsored by the library.

APPLICATION AND INSURANCE
1. A signed Meeting Room Reservation Form needs to be completed and submitted no later than 5 days in advance of the meeting. Applications will be accepted no earlier than 2 weeks before the desired meeting date.
2. The application form must be signed by an authorized representative of the group who shall attend the meeting and be responsible for the conduct of the meeting attendees and for any damages.
3. Each application will be reviewed and the contact person will receive confirmation. The meeting rooms will not be considered scheduled until confirmation is sent.
4. The group must furnish adequate insurance for bodily injury and property damage. Insurance certificate must indicate that LIBRARY is named as additional insured on the policy and include a hold harmless agreement from presenter. Any exceptions must be cleared with the Library Director and/or the Library Board of Directors. The certificate of insurance should display limits of at least $500,000 each occurrence, $1,000,000 aggregate, and should add the, LIBRARY board members, employees, and volunteers as additional insureds.

The Adamstown Area Library strives to grow as a premiere community resource by providing:

  • sufficient space to accommodate resources, events and staff.
  • increased awareness of the library’s resources and needs.

The Adamstown Area Library Board of Trustees endorses the following code of conduct as it will be presented to patrons, staff and volunteers:
It is the purpose of the Adamstown Area Library to provide free, open and equal access to ideas and information to all members of the community. To accomplish this purpose, a code of conduct is provided to assist staff, volunteers and patrons in promoting safe, healthy and barrier-free access to all the resources and facilities the Adamstown Area Library has to offer. The code is designed to foster an atmosphere of mutual respect and courtesy and applies to all patrons, volunteers and staff while on library property.

WHILE IN THE LIBRARY, YOU ARE ENCOURAGED TO:

  • Ask the staff for help. Let the staff know when you are unable to find what you need so they can try to get the information for you. This also helps the library know what needs to be added to the collection.
  • Inform the staff if you need accommodation or if assistance is needed for your full use of library services.
  • Explore new ideas and interests by attending library programs.
  • Be responsible for the safety, wellbeing and conduct of children in your care.
  • Cooperate with the requests of library staff.

WHILE IN THE LIBRARY, THE FOLLOWING IS PROHIBITED:

  • Disorderly acts that create inconvenience, annoyance or alarm will not be tolerated in the Adamstown Area Library. Disorderly acts could include fighting, threatening and violent behavior, alcohol, use of illegal drugs or being under the influence, unreasonable noise, obscene language or behavior, or display of a weapon.
  • Behavior which is unsafe or disturbing to other patrons, volunteers or staff such as loud talking, shouting, screaming, swearing or making other loud noises, pushing, running, shoving or throwing things.
  • Verbally or physically harassing or threatening other patrons, volunteers or staff. Harassment may include, but is not limited to: initiating unwanted conversation; impeding access to or within the building; or other actions that an individual reasonably perceives to be hostile, threatening, intrusive or offensive.
  • Entering the Library before the Library is open.
  • Refusing to vacate the Library at closing time.
  • Children or other persons in need of supervision may not be abandoned or left unattended in the library. Children under the age of 8 should never be left without adult supervision at the Library.
  • Actions that damage library property or the property of others.
  • Any behavior that is prohibited by law.
  • Sexual misconduct, such as exposure, touching, verbal comments or unwanted sexual advances to patrons, volunteers or staff.
  • Smoking or tobacco products or e-cigarettes
  • Bringing pets into the library with the exception of service animals as defined by applicable law. (January 11, 2023)
  • Access to staff or Library Friends’ areas, unless accompanied by a library employee or member of the Friends’ Board.
  • Using the library for extended periods of sleeping.
  • Inappropriate dress including no shirt or shoes.
  • Tampering with the arrangement of library materials which makes finding or using them difficult.
  • Use of radios, tape or CD players, cellular phones, or other personal listening or communication devices at a level that can be heard by others.
  • Loitering
  • Solicitation of funds, distribution of literature or promotional materials, or sale of goods by any person or agency without approval by the library.
  • Use of library computers for anything other than their intended purpose. (See library’s Internet policy.)
  • Blocking aisles or passageways so as to make it dangerous, difficult or impossible to walk through. This includes placement of cords for electricity to electronic equipment, such as lap top computers.

CONSEQUENCES OF MISCONDUCT:
The Library Director will apply these rules in a fair and equitable manner for the benefit of all. The consequences of misconduct may be any of the following:

  • verbal warning
  • eviction
  • loss or restriction of library privileges or prosecution to the full extent of the law. Citations may be issued by police. Parents will be called or notified in writing in the case of a minor (less than 18 years of age).

The library reserves the right to inspect all bags, purses, briefcases, packs, personal listening devices, computers and coats brought into the Library’s premises. (Approved September 17, 2003; Revised November 10, 2006; Revised June 6, 2007)

The Library does not collect, maintain, or otherwise use the personal information stored on any third-party site in any way other than to communicate with users on that site, unless permission is granted by users. Comments and postings from the public, on the Library’s social media platforms, are allowed but will be reviewed by Library staff for content appropriateness. Library staff reserves the right to review all comments and postings and delete comments that are inconsistent with the content created by the Library staff. Staff may block a person or entity who posts inconsistent comments or other material from posting any further information. 

Comments or postings that fall within any of the following categories will be deleted by Library staff and/or lead to a warning and then a ban on posting by an individual who runs afoul of these guidelines:
a. Obscene, sexist, homophobic, racist, or otherwise bigoted content.
b. Harassing or threatening comments or postings against Library staff, Library property, or other social media users.
c. Harassing or threatening comments or postings that include profane or obscene statements or images, threatening physical harm toward another person, and engaging in behavior with the intent of harassing another person.
d. Libelous statements.
e. Plagiarizing or posting copyrighted material without permission or authority from the copyright holder.
f. Private, personal information of another person without appropriate consent or authority.
g. Comments, postings, and/or hyperlinks not related to the content created by the Library staff.
h. Advertisement and solicitations not expressly permitted by the Library.
i. Photos, videos or other images that fall in any of the above categories.
The Library recommends against posting personal information to our social media platforms and is not responsible for personal information patrons post about themselves. Any personal information, photos or other media posted about persons under the age of 18 will be removed from our social media platforms. An exception is made for photos of Library events posted by Library staff where parental permission was given. Any social media user who has been banned or had a message/content deleted may appeal this decision, in writing or email, to the Library Director. The Library Director may affirm or reverse staff’s decision within thirty (30) days of receiving the written appeal. A staff member will be designated to monitor and maintain all Library social media for content, structure, and updates. (Approved November 10, 2021)

 

It is the policy of the Adamstown Area Library (the “Library”) to comply fully with all laws and to conduct its business in an ethical and honest manner. The Library is committed to maintaining a workplace where employees, board members, consultants and volunteers are free to raise good faith concerns regarding improper activity or behavior which directly or indirectly involves the Library.

Such improper activity or behavior includes, but is not limited to, conduct or a pattern of conduct that falls into one or more of the following categories:
(i) conduct that constitutes a violation of any federal, state or local law, regulation or ordinance;
(ii) conduct that constitutes a violation of commonly accepted norms of business and professional ethics;
(iii) conduct that constitutes a violation of any of the Library’s other policies, procedures, rules or regulations; and
(iv) conduct that involves dishonest or otherwise improper behavior relating to accounting, internal audit controls or audit matters including but not limited to conduct that: (a) constitutes a violation of rules and regulations relating to auditing or financial reporting; (b) involves dishonest or otherwise improper behavior relating to accounting, internal audit controls or audit matters; and (c) constitutes a breakdown of or fraud in connection with internal audit controls.

The Library recommends and encourages any employee, board member, consultant or volunteer who acts in good faith and has a reasonable basis for believing that any improper activity or behavior has occurred to report such suspected improper activity or behavior to the Director of the Library. The Director shall then forward all such reports to the Board of Trustees.

The Library expressly prohibits any form of retaliation, including but
not limited to, harassment, intimidation, adverse employment actions or any other form of retaliation against any individual who, in good faith and having a reasonable basis for doing so, reports any suspected improper activity or behavior in accordance with the terms of this Whistleblower Policy. Any individual who engages in any form of retaliation shall be subject to discipline, up to and including termination.

The Director will conduct or designate other internal or external parties to conduct a full and fair investigation of the suspected improper activity or behavior. All reports of suspected improper activity or behavior will be investigated promptly and in a manner intended to protect confidentiality consistent with a full and fair investigation of the suspected improper activity or behavior and appropriate corrective action will be taken if warranted after the investigation. The party or parties investigating the suspected improper activity or behavior shall notify the individual who reported such suspected improper activity or behavior of their investigation and shall prepare a report of their findings which report shall be presented to the Board of Trustees of the Library. (Approved September 11, 2009)
